SECTION IV: SPECIFIC
SAFETY RESPONSIBILITIES
SAFETY OFFICER
1.
Appointed by the
administrator of the respective college or unit (CEO, president or executive
vice president).
2.
Coordinate and
oversee environmental health and safety activities throughout his/her college
or unit, according to policies and procedures of the established CCS
Environmental Health and Safety program.
3.
Serve as member of
the appropriate college or unit Environmental Health and Safety Committee.
4.
Maintain valid first aid certification.
5.
Serve as liaison
between college or unit administration, the college or unit Environmental
Health and Safety Committee, and college or unit constituents.
6.
Review completed Accident/Incident
Report forms for his/her college or unit.
May request further investigation by the CCS safety professional. Per WAC 296-24-020 (2), accidents involving
serious injuries that have immediate symptoms are to be investigated. (Refer to WAC for further detail.) As appropriate, shares Accident/Incident
Report forms with the college or unit Environmental Health and Safety Committee
at their regularly scheduled meetings, for review and possible follow-up
recommendations.
7.
SCC and SFCC
safety officers only: Monitor the
designated first-aid station for their respective college to ensure that the
station, including the stock of first aid supplies, is maintained according to
the requirements of WAC 296-24-067.
8.
Disseminate, as
appropriate, environmental health and safety procedures, policies, and related
materials and information within their respective college or unit (e.g., via
Environmental Health and Safety Committee members/building safety
representatives, etc.).
9.
For each facility within his/her college or
unit, ensure that a Building Self-inspection Safety Survey is completed
annually by the Environmental Health and Safety Committee member/building
safety representative assigned to that facility. Review completed surveys and ensure that
hazards or deficiencies noted have been addressed or corrected, as appropriate
(e.g., complete Building Improvement Request, Hazardous Condition Report, or
other action, as needed).
10.
Coordinate and participate in additional
inspections of those facility areas determined to have a higher potential for
safety hazards. Inspection team is comprised
of the appropriate college or unit safety officer, CCS
safety professional, and college or unit Environmental Health and Safety
Committee member /building safety representative assigned to that facility.
11.
Shared responsibility for evaluation and
disposition of a hazardous condition. The supervisor of the affected area is
responsible to accomplish timely correction of minor hazardous conditions. When correction of a hazardous condition
would have major facility and/or economic impact, the supervisor is to notify
their administrator and refer the hazard to their safety officer. The safety officer will ensure that
appropriate parties (administrator of the affected area, Environmental Health
and Safety Committee, and the CCS Environmental Health and Safety Office) are
involved in review, recommendations and the decision-making process regarding
response to the reported hazard.
When correction of a hazard noted is pending, the
supervisor or safety officer, as appropriate, is responsible for implementation
of temporary measures to mitigate the hazard.
He/she is also responsible for monitoring progress of the hazard
corrective action, to assure that delay is minimized and that completion of the
corrective action occurs. (For further

Correction.)
12.
Assist the elected Environmental Health and
Safety Committee chairperson in the preparation and dissemination of committee
meeting minutes. Retains these minutes
for a minimum period of one year.
